Regulations for Support International Coordination Action

General Regulations

The General Regulations apply.

Objective

Art. 1.

§ 1. The Research Foundation - Flanders can support coordination activities of international collaborative relationships with funds aimed at the general scientific coordination and the administrative management of the collaborative relationship (excluding the actual scientific research).

§ 2. The collaborative relationships concerned are those created within the context of multilateral and supranational bodies such as, but not limited to, EU, UN, OECD, UNESCO, WHO.

Submission of applications:

§ 1. Proposals for the support of international coordination actions can be yearly submitted to the FWO, using the appropriate FWO forms. The forms must reach the FWO before the 1st of April at 5:00 PM (Belgian time). If this date falls on a Saturday or Sunday, the deadline is moved to the following Monday at 5:00 PM (Belgian time).

§ 2.The applicant must at least hold one of the following types of appointment (remunerated):

  • an independent academic staff member of a Flemish university;
  • an independent academic staff member of the Evangelical Protestant Faculty in Leuven if the research is related to religious studies or theology;
  • an independent academic staff member of the Faculty for Protestant Theology in Brussels if the research is related to religious studies or theology;
  • an (associated) professor or (full) professor with PhD, affiliated to the Hogere Zeevaartschool if the application is related to research in nautical sciences;
  • an (associated) professor or (full) professor (or positions with equivalent English titles) with PhD, affiliated to the Vlerick Management School if the application is related to research in management sciences:
  • an (associated) professor or (full) professor with PhD, affiliated to the Antwerp Management School if the application is related to research in management sciences
  • an (associated) professor or (full) professor with PhD, affiliated to the Institute of Tropical Medicine if the application is related to research in tropical medicine and veterinary medicine and in healthcare in developing countries.

The scope of this appointment must be at least 50%.

§ 3. The applicant must be able to demonstrate that he/she has been invited by a multilateral or supranational organisation/consortium to take up this coordination function.

§ 4. The proposal must help to ensure the support and anchoring of an international coordination function in Flanders. The exercise of this function may include several tasks, including the general coordination and management of the collaborative relationship (excluding the execution of scientific research), data management and dissemination, and the development of a portal site.

§ 5. The proposal must fit in with a multilateral collaborative relationship (e.g. OESO, EU, UN, WHO, UNESCO).

§ 6. The proposal must strive, where relevant, towards maximum cooperation between host institutions.

Evaluation

Art. 3.

§ 1. The FWO organizes the evaluation of submitted proposals. The Cross-Domain Panel (CDP) performs this evaluation.

§ 2. The CIS advises the Board of Trustees, which takes the decisions.

§ 3. Based on a report, the CIS will assess, review and/or adjust the implementation of the initiative. A first report has to be submitted after two years, a second report upon expiry of the grant, each time submitted before the 30 of April at 5:00 PM (Belgian time). If this date falls on a Saturday or Sunday, the deadline is moved to the following Monday at 5:00 PM (Belgian time).

Size of the allowances

Art. 4. (as amended by decision of the board of trustees of 18/09/2019)

§ 1. The applicant may receive an annual sum of maximum € 75,000 for a period of three years, which can be renewed. The subsidy allowance cannot be used for costs covered by other funding bodies (e.g. the coordinating role in an excellence network or an integrated project within the European Framework programme).

§ 2. Follow-up funding may be allocated if a request for extension is submitted within the context of the permanent call and via the same procedure as for the first support.

§ 3. As of 2007, the Flemish government provides the FWO with a sum of €700,000 for this initiative. Within the budgetary possibilities this sum can also be allocated in subsequent years and increased if necessary.

Use of the funds

§ 1. The funding can only be used for costs directly related to the coordination of the partnership: costs for administrative staff involved in the coordination and coordination costs, including travel costs to and from abroad and the costs for a CO2 contribution linked to this travel by air, the associated data management and dissemination, and the development of a portal site. Under no circumstances can the funds be used to finance research activities.

§ 2. The overhead paid by the FWO to the host institutions is the same as for all other research projects. At present it amounts to 6%. The overhead is charged to the relevant allowance from the Flemish government.

Agreement and justification

Art. 6.

The agreement and the justifications must comply with the same provisions and requirements as those that apply to regular research projects of the FWO and are therefore subject to the same regulations, unless otherwise indicated herein.

In addition, the general provisions of the FWO also apply to these grants.
